THE DECISION TO RECALL

Why have a recall election?

yes! i want to SIGN THE PETITION!
The decision to recall Michael Allman was not made in haste.
In fact, it is the LAST RESORT.

Throughout the last year parents, students, teachers and community members have tried to bring to the attention of the School Board as well as both former Superintendent Robert Haley and current Interim Superintendent Lucile Lynch concerns about legal and ethical violations by Board members. . . to no avail. Following months of unanswered public records act requests, ignored e-mails and a failure to follow-up, we tried other entities we thought could help. Those contacted and documentation of their refusal or inability to intercede are shown below:

SDFA president Duncan Brown appealed to Interim Superintendent, Lucile Lynch, to intercede on behalf of community members and teachers-- employees of the district--who are being harassed by Trustee Allman and his supporters as they canvassed in the community. Mrs. Lynch declined, stating "Neither the Board of Trustees nor the Superintendent of the District have any legal authority on behalf of the District to regulate or control Trustee Allman’s personal conduct."

San Dieguito Academy teachers contacted individuals at all levels of District leadership detailing their specific experiences and fears being followed and intimidated by Trustee Allman, his wife, and other supporters. There has only been one response, from Trustee Katrina Young, as of August 11, 2021. There is no doubt that the teachers appreciate Young's response, but she alone is unable to adequately address their concerns without the involvement of the Superintendent or other members of the governing board. However, to-date, neither Interim Superintendent Lynch nor Board President Maureen "Mo" Muir have responded to their concerns.

Read the concerns of the teachers, in their own words.

"SDCOE does not have any authority to investigate or discipline board members. This would be under the purview of the district attorney’s office."

The San Diego District Attorney's office has yet to reply to letters sent by SDFA in June and July 2021.

Per an email from CSBA dated January 8, 2021: "I'm writing in response to the email you sent CSBA CEO & Executive Director Vernon Billy earlier this week, expressing concerns about board member conduct in the San Dieguito Union High School District. We share your values of transparency and compliance with local, state, and federal law. In fact, we emphasize the importance of legal and ethical conduct consistently in our various publications, policies, and trainings. At the same time, we are a member advocacy organization and do not have statutory authority over school districts, nor do we perform investigative or disciplinary functions."

On February 25, 2021, the current SDUHSD Board and then Superintendent Haley received a letter from the ACLU outlining the various Brown Act Violations that had been brought to their attention. In it, the attorney ask highlights various examples of unlawful restrictions to public comment, as well as a pattern of discouraging comment perceived as dissent. To read the full letter, click here.
